

The RMU on Monday, April 27, 2026, signed a Memorandum of Understanding (MoU) with Overseas Company Services Limited (OCS) – Stark Integrated Services Ghana Limited.

The agreement is aimed among other objectives, at enhancing facilities and upgrading the simulators at RMU.
The partnership will also support the development of technical training programmes in areas such as maintenance, production, processing and safety while creating training opportunities for RMU instructors.
Following the signing, the MoU formalized earlier discussions on establishing a state-of-the-art training center to enhance maritime education and professional training in the oil and gas industry particularly in Floating Production, Storage and Offloading (FPSO) operations.

The OCS-Stark Integrated Services delegation was welcomed to RMU by management and staff, led by Dr. Jethro W. Brooks Jr.
In his remarks, Dr. Brooks expressed satisfaction with the successful signing of the MoU, noting that it brings closure to previous engagements and sets the stage for a fruitful collaboration.
He emphasized the importance of partnering with industry to achieve meaningful outcomes and assured the delegation of RMU’s readiness to contribute through human resource and research.

The Executive Director of OCS-Stark Integrated Services, Dr Papa Benin, highlighted the significance of involving RMU, particularly given the company’s operations in FPSO. He stressed the need to develop Ghanaian professionals to manage such operations rather than relying heavily on expatriates.

Dr Benin expressed optimism about the partnership and reaffirmed the company’s commitment to advancing professional training and capacity development in the oil and gas sector through this initiative.
