Madam Francis has over 22 years of experience as a Chartered Accountant, specializing in the implementation and management of accounting protocols, financial management, strategic budgeting, administrative advice and support, financial and management reporting, treasury and cash flow management, capacity assessment, and training. Her expertise spans both the profit and non-profit sectors.

Profile

Throughout her career, Madam Francis has served in various financial roles, managing organizational finances and conducting staff capacity-building workshops. She has also contributed to tertiary education in Sierra Leone as a university lecturer in the Faculty of Finance and Accounting at IPAM, University of Sierra Leone.

Madam Francis is a committed, patient, and hardworking professional who thrives in challenging circumstances. She possesses strong communication skills and is an effective team player with the ability to work independently. Her managerial and leadership skills have been instrumental in her administrative duties. She has excellent interpersonal and problem-solving abilities, can multi-task, and performs well under pressure. Competent with Microsoft products and various accounting applications, she has a working familiarity with IFRS. Qualification

  • Madam Mary Francis is a qualified ACCA Fellow Member, with certifications from CIMA and AAT, all UK accredited. She also holds a TDA from IPAM, University of Sierra Leone, and an MBA from Heriot Watt University in Edinburgh Business School, Scotland.

Job Roles

    • Establish and operate effective and efficient accounting systems and procedures for the university.
    • Ensure the maintenance of proper financial and accounting records.
    • Develop both short and long-term financial plans.
    • Review, interpret, and advise on financial matters.
    • Coordinate and supervise the implementation of financial functions and decisions as directed.
    • Ensure that all final accounts are audited on schedule.
    • Ensure timely preparation of monthly, quarterly, and half-yearly financial reports.
    • Maintain budgetary control.
    • Ensure that policies relating to the control and safeguarding of assets are properly adhered to.
    • Ensure that idle funds are properly invested.
    • Provide financial data for top management decision-making and policy formulation.
    • Prepare and submit annual statements of income and expenditure accounts for auditors, the Board, and any other relevant authority.
    • Perform any other duties assigned as needed.

    Provide leadership for the day-to-day operations of the Finance Department and support the implementation of the strategic plan of the organizations she has worked for. Supervise, coordinate tasks, and provide support in capacity building of the Finance team

Achievements

    • In her previous role, Madam Francis led a review of receivables and payables, saving her organization over $750,000. She reconciled customer ledgers, discovering that they had been understated by $500,000, and reconciled tax payables with the tax agency, finding an overstatement of $250,000. These significant contributions occurred before she assumed office.

      Madam Francis implemented an efficient accounting software that performed backlog audits for two years, resulting in unqualified audit reports and continued timely audits. She also developed and implemented risk management strategies that enabled the organization to save digital copies of all payment and income documents. Additionally, she created a fixed asset register and policy.
