The Marine Electro-technical Officer (ETO) is one of the most vital positions in the technical hierarchy of a ship. Advancement in technology on board merchant vessels and off-shore installations has called for the upgrading of the competence of ships’ personnel. The need therefore has arisen for qualified Electrical/Electronic personnel to be trained with expertise in the areas of marine communication, electronic navigation, electro-technology, computerization, automation and control systems to man ships and offshore installations.
The Electro-technical Officers (ETO) Course is the only course designed to train Electrical Engineers who wish to make seafaring a career. To be eligible to serve on board ship or other marine installations as ETOs, this course is mandatory in order to obtain eligibility to appear for the ETO Certificate of Competency (COC) examination and the subsequent award of Certificates of Competency by the Ghana Maritime Authority (GMA). Prospects of availability of jobs abound all over the world in internationally recognized and reputable companies.
The Regional Maritime University therefore, undertakes to run the Electro-technical Officers course.

A. Electro-technical Officers 1 (ETO 1) Course:
Entry Requirements for Admission of Students:
- Holders of Electro-technical Officers2 (ETO 2) Certificate of Competency (COC)
B. Electro-technical Officers 2 (ETO 2) Course:
Entry Requirements for Admission of Students:
- Holders of BSc / Diploma (Elect. & Electronic Eng.) from the Regional Maritime University (RMU) or other recognized maritime institution, PLUS a minimum of12-month sea-service OR 18-month industrial training,
- Holders of non-RMU BSc/HND (Elect. & Electronic Eng.) PLUS a minimum of 12-month sea-service OR 24-month industrial training,
- Existing/Sailing Electrical Officers with a minimum of 12-month sea-service in that same capacity prior to January 1, 2017 (Manila 2010 compliant)
C. 6-month Pre-sea ETO Course:
Entry Requirements for Admission of Students:
- Holders of non-RMU BSc/HND (Eng. or Physical Sciences) with no sea-service or industrial training.
D. 18-month Pre-sea ETO Course:
Entry Requirements for Admission of Students:
- West African Senior Secondary School Certificate Examinations (WASSCE) Applicants –
Must have minimum passes of (A1 – D7) in six (6) subjects; the three (3) core subjects of English Language, Mathematics and Integrated Science and three (3) elective subjects relevant to the programme (i.e. Mathematics, Physics and Chemistry or Technical Drawing, Applied Electricity, Electronics or any other science-related subject).
- Senior Secondary School Certificate Examinations(S.S.S.C.E) Applicants –
Must have minimum passes of (A-E) in six (6) subjects comprising three (3) core subjects and three (3) elective subjects same as above.
- General Certificate of Education (G.C.E) Ordinary Level Applicants –
Must have five (5) GCE ‘O’ level passes, including English Language, Mathematics and Physics or Chemistry or any other relevant science-related subject.
- Technical/Polytechnic Applicants– Must hold a minimum of a certificate of an Electrical Engineering Technicians (E.E.T.) Part III or Ordinary Technician Diploma (OTD) and other equivalent qualifications
- Other Qualifications
Other qualifications including, International Baccalaurette (IB) with a minimum of “Passable”; IGCSE with a minimum of Grade D; and American Grades 12 and 13 in the relevant subjects including English Language and Mathematics.

All students admitted to the programme must pass a medical examination at an approved medical facility.
